Both are strong on governance and they answer different questions with it. Heidi answers what the organisation is certified to do, holding ISO 42001, ISO 27001, ISO 9001 and a SOC 2 Type II across all five criteria, with region appropriate residency and 110 languages. TORTUS answers what the system actually does wrong, publishing a hallucination removal rate, a peer reviewed reduction in major hallucinations and an error ontology built from clinician labelled transcripts, with accent performance tested by the deploying hospital rather than by the vendor. Certification tells you an organisation is managed; measurement tells you a model behaves. For an NHS deployment TORTUS is the deeper choice and is already embedded in that estate. For anywhere else, Heidi is the practical one, because it ships in 190 countries with published prices and TORTUS is evidenced almost entirely inside one health service.

TORTUS asserts HIPAA alignment through third party listings with no business associate agreement template or scope statement located, so a United States buyer cannot verify the claim before contracting, and its UKCA Class I registration is self certified rather than regulator reviewed. Heidi gates its organisation wide business associate agreement and push to chart integration behind the Practice tier and above.

Third party review of Heidi reports that the scribe does not adaptively learn a clinician's style and that multi problem visits document less reliably than single problem encounters, both worth testing in a pilot.
